Deploy via ANT in 10.1.3.x SOA of a BPEL Process With a Decision Service (Rules) to the OC4J Application Server Fails With Error: Could not get DeploymentManager

Symptoms

Attempt to deploy a BPEL process with decision services fails using ANT in OC4J version 10.1.3.5.1.  The ANT deployment may be failing in either a single node or a cluster environment with the following error messages:

[deployDecisionServices] Failed at "Could not get DeploymentManager".

[deployDecisionServices] This is typically the result of an invalid deployer URI format being supplied, the target server not being in a started state or incorrect authentication details being supplied.
