Adding APXS Module- Apache HyperText Transfer Protocol to OHS 11g Fails - Use of uninitialized value in concatenation

When trying to include a new module using apxs, which is a tool for building and installing extension modules for the Apache HyperText Transfer Protocol (HTTP) server it fails with these errors:
