OCS Only: RTC Provisioning Fails And Is Stuck in Pending State and User Login Fails. (Doc ID 1110653.1)

On OCS version, Real-Time Collaboration

RTC Provisioning fails and is stuck in a pending state.

A user trying to log on to RTC is receiving an error.
Either (if user was not deleted and re-added):
"USER is not provisioned to this application."
OR (if user was partially deleted and tried to be re-added):
"Signin fail. Invalid username/password."

New users are being provisioned successfully.

In OIDDAS users provisioning state for RTC shows as pending.

But in the database the user shows provisioned (can also be as deleted):

SQL> select user_name,provision_status from rtc.rtc_users where user_name='TEST2';


oidsrv shows as running:

Checking Oracle Internet Directory Processes ...ALL

Process oidmon is Alive as PID 13187
Process oidldapd is Alive as PID 13195
Process oidldapd is Alive as PID 13214
Not Running ---- Process oidrepld
Process odisrv is Alive as PID 13198
Process odisrv is Alive as PID 13203

Another possibility is when the RTC provisioning fails due to some disconnect with DIP or previously incomplete deletion of user.

If provisioning for RTC fails for any reason, then part of the provisioning did occur but not all. Deprovisioning, then re-provisioning may not work and would result in either another failure or in a pending state.
you may see the following error for the users provisioning event in the RTC .aud log

Note: just setting a failed provisioning status to provisioning_successful may result in functionality issues for the user as not all the tables may be populated correctly.
