Web Cache 11g Fails to Start with Errors "Failed to assign port xxxx: Address family not supported by protocol"

The following errors occur in the $MW_HOME/<instance home>/diagnostics/WebCache/webcache1/event_log file:

[2009-11-12T10:28:03+01:00] [webcache] [ERROR:1] [WXE-13305] [frontend] [ecid: ] Failed to assign port 7788: Address family not supported by protocol
[2009-11-12T10:28:03+01:00] [webcache] [ERROR:1] [WXE-09707] [main] [ecid: ] Failed to start the server.

 This will usually be seen during an installation, but could happen while re-configuring later on. The installation of the binaries has completed successfully; however, during the run of the Configuration, the Web Cache fails to startup.  The startup Web Cache issue initially occurs as the last step in the Configuration.
