Symptoms
After installing WebLogic Server 10.3.3, if you install WebCenter Content: Rights (formerly IRM Server) and run the config.sh template to create the new domain, you get the error:
CFGFWK-64056: There is a problem with the template!

Installed WebLogic Server and then WebCenter Content: Rights.
