After Installing portal users are unable to login

After installing OAM WebGate, when logging into a portal page the login apears successful (obSSOcookie is set, authentication/authorization show successful in the oblogs) but the user is returned to the login page and prompted for authentication.  Additionally, when navigating WebGate-protected OAM console pages, admin users may be repeatedly challenged for authentication.
