RCU Fails To Create The OID Schemas With An ORA-12154 Error If The <USER> Password Contains The @ Character (Doc ID 1123813.1)

Symptoms

Loading Fusion Middleware 11gR1 OID schemas into an Oracle Database using the Repository Creation Utility (RCU) fails with "ORA-12154: TNS:could not resolve the connect identifier specified".

This error pops up as soon as the final 'Create' button is clicked on the last RCU screen. This problem only happens while creating OID schemas. All other schemas are getting created fine.
