JDeveloper Fails to Start With 64 Bit Sun JDK 1.6.0_20 on Windows XP 64 SP2

You are using JDeveloper on Windows XP 64 SP2
When using a 64-bit JVM to run JDeveloper following error occurs during startup:

Unable to launch Java Virtual Machine
Located at path:
C:\Program Files\Java\jdk1.6.0_20\jre\bin\server\jvm.dll

_execv() failed, err=2Error: Error loading: C:\Program Files\Java\jdk1.6.0_20\jre\bin\server\jvm.dll

The issue can be reproduced at will with the following steps:

  1. Download and install Sun JDK 1.6.0_20 64-Bit.
  2. In <MiddlewareHome>\jdeveloper\jdev\bin\jdev.conf change
    SetJavaHome to <Java_Home>\jdk1.6.0_20
  3. Start JDeveloper
  4. Error occurs.
