Content Name with "@" Character along with Entitlements Set on Node Causes Exception (Doc ID 1126064.1)

Symptoms

1. Add content with an @ character in the contents name.
2. Set an entitlement on this content.
3. Run the propagation utility.
4. When you try to download the source/destination environment inventory it will throw below error:

<BEA-402722> <Attempt to perform policy operation failed due to unrecognized error. Operating on resource at "Export Authorizer policies failed" with associated policy "PolicyCheck" failed.
java.lang.ArrayIndexOutOfBoundsException: 34
at com.bea.security.xacml.cache.resource.Escaping.unescapeString(Escaping.java:81)
at com.bea.p13n.entitlements.management.internal.PolicyLister.listWlpAuthorizerPolicies(PolicyLister.java:48)
