Symptoms

When the Oracle database goes down unexpectedly, the persistent store is not available. WebLogic Server reports the error message BEA-280060 and the server enters an unrecoverable state FAILED.

When the database comes back up, there is no way to automatically recover the WebLogic Server and Weblogic Server has to be restarted.
