Exception on JaxRpc Invoke: Invalid SOAP Envelope: Body is Empty (Doc ID 1129123.1)

Symptoms

An Enterprise Service Bus (ESB) system, consisting of a routing service invokes a SOAP service and points to a BPEL service.

The issue encountered is that the routing service is getting initiated, but the SOAP service is not getting invoked. In the BPEL runtime, following exception is encountered,

The temporary workaround is directly invoking the BPEL process in the target of routing rule of the routing service, instead of invoking the SOAP service pointing to that BPEL.
