OAM Login Page Redisplayed Continuously After Submitting Valid Credentials (Doc ID 1137028.1)

Oracle Access Manager (OAM) login using form-based authentication scheme is failing. After the user submits valid credentials in the OAM form login page, the page is re-displayed with cleared username and password fields.

The credentials have been verified to be valid.

The HTTP Header trace shows that after authentication is completed and the ObSSOCookie is set in the browser, subsequent access to the protected resource with the new ObSSOCookie causes WebGate to redirect to the OAM form login page again.
The OAM form-based authentication scheme is configured with Challenge Redirect.

Steps to reproduce

1. Access protected resource http://<host>/protected/test.html
2. User is redirected to form login page at http://<host>/login.html
3. User submits valid credentials.
4. The login page at http://<host>/login.html is redisplayed again with cleared fields.
