How to get code “403” error for restricted resources? (Doc ID 1138904.1)

Goal

According to the WLS10.3.x documentation for restricting Access to Resources here, if the protected resource is accessed, it will throw a challenge for authentication. 

The query here is: Instead of throwing a challenge for authentication, is it possible to show '403' error to indicate to the user that resource is not available?
