OIF 11g: IDP SSO configuration between Two OIF instances failed with Error Messages of AudienceRestrictionCondition. (Doc ID 1140194.1)

Symptoms

Configuring SSO between two OIF instances failed.
One OIF acting as IDP and the other OIF as SP. When SP initiates SSO, it works.

However IDP initiated SSO, it does not work and the following error message where written to the log file.
