Stored Procedure Web Service Returns Incorrect Date (Doc ID 1140433.1)

Symptoms

The WebService that executes the PL/SQL Stored Procedure in the Database gives wrong date that is "Correct Date - 1" in Oracle Application Server Web Service Test Page. The same Stored Procedure when run from SQLPlus gives the correct date.
