OAM 10G: Webpass - ISAPI transfilter.dll Filter Fails To Load (Doc ID 1143134.1)

After copying/reconfiguring an existing (and working) WebPass install folder to a new location, the W3SVC would start correctly, but when browsing the Identity console, the "transfilter" dll fails to load. In the Event Log, we get this msg from W3SVC-WP:
"The HTTP Filter DLL <NetPoint Install directory>\WebComponent\identity\oblix\apps\common\bin\transfilter.dll failed to load. The data is the error." (Data bytes: 0000: 5a 04 00 00)
In the website properties, the ISAPI filter is shown with a down red arrow.

Steps to reproduce :
(1) Copy an existing install folder of WebPass (v7.0.4 or even 6.5) on a new 2003 machine, with a fresh install of IIS
(2) Run configureIIS4WebPass.bat
(3) Restart IIS admin and browse the Identity Console
(4) Check the Evt Viewer and the transfilter ISAPI filter status
