OID 11g to AD DIP Synchronization in SSL Fails with "simple bind failed" Error

Symptoms
OID 11.1.1.2.0.
Configured Oracle Directory Integration Platform for SSL Mode 2 (Server-Only Authentication)
Configured the synchronization with AD 2008 R2 .
Synchronization with Non-SSL works fine.
But synchronization with SSL server mode fails.
diagnostics.log shows the following :-
simple bind failed: <OID_HOSTNAME>:<OID_SSL_PORT>
at oracle.ldap.odip.bootstrap.WriterFactory.getLDAPWriter(WriterFactory.java:154)
at oracle.ldap.odip.bootstrap.WriterFactory.getWriter(WriterFactory.java:104)
at oracle.ldap.odip.bootstrap.ODIBootstrap.bootstrap(ODIBootstrap.java:679)
at oracle.idm.integration.sync.profile.SyncProfileOIDDAO.doBootstrap(SyncProfileOIDDAO.java:2737)
at oracle.idm.integration.sync.profile.SyncProfileOIDDAO.bootstrap(SyncProfileOIDDAO.java:2688)
