Tuxedo 8.1: Master command hangs forever and DBBL is not migrated (Doc ID 1147988.1)

Symptoms

The "master" command in tmadmin session hangs forever and the DBBL is not migrated if on the backup node there is a restart of an application server (which takes time to restart) and if a "tmboot" -y is launched on Master node.
