Identity Server Installation With Active Directory Fails With Error 91: Unable to contact the specified LDAP directory server - Connection Refused. (Doc ID 1152378.1)

Symptoms

Oracle Access Manager (OAM) Identity Server 10.1.4.3.0 installation using Microsoft Active Directory LDAP Server is failing when extending the Active Directory schema with the OAM objectclasses and attributes.

A popup error is seen in the Identity Server installer GUI:

Error: There is an error. Please try again.
Error 91: Unable to contact the specified LDAP directory server - Connection Refused.

The LDAP administrator user that is used for Identity Server installation is a member of the following groups in Active Directory, according to the documented Identity Server requirements:

Administrators
Backup Operators
Domain Admins
Enterprise Admins
Exchange Domain Servers
Exchange Services
Group Policy Creator Owners
ORA_DBA
SAVFMSE
Schema Admins
SMSMSE Admins
