Fusion Middleware Control 11.1.1 Home Page Renders Either a Blank Page or a Wrongly Formatted Page After a New Install (Doc ID 1154521.1)

Symptoms

In a Fusion Middleware 11g installation on Windows x86 64bit bit , after a successful installation and configuration, access to FMW Control fails and accessing http://hostname:port/em shows a blank page, or a page with wrong fonts. The problem can be reproduced with  any browser flavor

The <domain home>/servers/AdminServer/logs/Adminserver.log shows the following "java.lang.StringIndexOutOfBoundsException: String index out of range: -2" error stack:
