OWB 11.2 Package Import Fails With API2206 and ORA-997: Illegal Use Of Long Datatype (Doc ID 1157603.1)

When trying to import packages from the database in OWB 11.2, the Metadata Import Wizard fails in step 2 at the point where a list of packages should be displayed:

API2206 and ORA-997: illegal use of LONG datatype when trying to import packages.

An OWB Design Client trace shows:
