Symptoms
On Applications running on Tuxedo 9.1, when attempting to do "tmloadcf ubbconfig", the following error occurs:
tmloadcf command should create the .adm directory and proceed with compilation of the tuxconfig file.
The issue can be reproduced at will with the following steps.
1. Create a simple ubbconfig with SECURITY=NONE
2. Make sure that the Tuxedo user running the tmloadcf does not have write access to $APPDIR
3. Run "tmloadcf ubbconfig" command.
