JDeveloper: BPEL Process cannot process an SSL Certificate that sits in front of a WSDL: javax.net.ssl.SSLHandshakeException and java.security.cert.CertPathBuilderException (Doc ID 1163054.1)

Symptoms

Trying to access a secure WSDL from a BPEL process, when the partner link is created in JDeveloper it shows the following error:

Failed to read wsdl file at: "https://webservices.oracle.com/webservices/oracle.wsdl", caused by: javax.net.ssl.SSLHandshakeException. : com.ibm.jsse2.util.h: PKIX path building failed: java.security.cert.CertPathBuilderException: PKIXCertPathBuilderImpl could not build a valid CertPath.; internal cause is:
java.security.cert.CertPathValidatorException: The certificate issued by CN=Trust SSL CA, O="Trust, Inc.", C=AS is not trusted; internal cause is:
java.security.cert.CertPathValidatorException: Certificate chaining error".
Make sure wsdl exists at that URL and is valid.
