Goal
To provide an alternative method for Web Server redirects, so the Fragment Identifier (or anchor tag) in the URL, (which is technically not part of the URI), will be included in the redirected URL.
This is required because IE and Safari browsers do not add the Fragment Identifier to the URL they are redirected to by the Web Server.
