WLW 10.3 is failing to connect to "localhost" WLS server with java.io.IOException [Root exception is weblogic.socket.UnrecoverableConnectException]

Symptoms

Workshop is not able to connect to the running Weblogic server on localhost.
When workshop started as java.exe below exception is thrown.
