Webcenter Spaces Administrators Have Access to Pages Using Custom Access Settings (Doc ID 1173993.1)

Symptoms

WebCenter Administrators that are not members of group spaces are gaining access to Pages inside the group space when the page permissions are set to use "Use Custom Access Settings".

Just simply changing that setting without granting anyone privileges automatically makes that page accessible to WebCenter administrators.
Changing the setting back to the "Use Application Permissions", then removes the privilege from the WebCenter Administrators.
