Unable to Register Source with the URM Agent (Doc ID 1188226.1)

Symptoms

When attempting to register the URM agent's source with URM, errors like the following are thrown:

Content Server Request Failed
Unable to register the external source.  Unable to connect to server <MachineName> on port 4444.  The server is not available.  java.net.ConnectException:Connection refused.

Content Server Request Failed
Unable to register the external source.  The provider '<ProviderName>'' was unable to connect to the Oracle WebCenter Content: Records.
