WLW 10.3: NoSuchMethodError after upgrading a JSP page that uses org.apache.taglibs.standard.tag.rt.core.ForTokensTag.setItems!

${WL_HOME}/common/deployable-libraries/jstl-1.2.war --> this library is the JSTL 1.2 library packed with WLS 10.3.
${WL_HOME}/common/deployable-libraries/jstl-1.1.2.war --> this library is the JSTL 1.1 library packaged with WLS 10.3.


A JSP upgraded from Workshop 8.1 SP6 to Workshop 10.3 was getting the below runtime ServletException:
