Symptoms
Using BPA 11g. You have a BPA database with users and groups configured in BPA. Following the performance of an XML Export/Import function of the database all non-system users cannot login to the database.
Only the system user can login, but no other user can. Creation of new users also fails. You are not using any LDAP server to perform the authentication and authorization.
