Email Is Not Working If There is a Throw Activity Present Immediately After It

Symptoms
After the code for sending an email if we use 'Throw' activity to handle the fault, then email is not sent.
If there's no 'Throw' activity the email is sent and it is working fine.
Verified the issue with the steps below:
BPEL project in SOA 11.1.1.3 is designed such that , an invocation to the "Notification Service" is followed by a "Throw Activity".In this case e-mail notifications are not being sent. However , for the same project , the email notification service works fine when the "Throw Activity" is not present after the invoke service.
