Why Does Capture Recognition Server Report the Bar Code as "Not validated"?

Goal
Why does Recognition Server detect a bar code on the image, but state that is "Not validated"? Shouldn't it be valid if it was accurately detected by Recognition Server? Here is an example from the logging:
09/14/10 10:57:00 1008 Start processing batch: TE00000000000023.
09/14/10 10:57:00 1013 Start processing batch page 1, file name: C:\Program Files\Oracle\Document Capture\003\0000001L\0000001L.1.
09/14/10 10:57:00 1072 Patch I recognized.
09/14/10 10:57:00 1014 Barcode found: 987654 Not validated.
