Error Accessing Portal 11g after Upgrade from - Failure of server Apache Bridge (Doc ID 1207137.1)

Upgrading portal from ->
When accessing Portal the following error is displayed in the Browser:

Failure of server Apache Bridge
No Backend server available for connection timed out after 10 secs or idempotent set to off

Both Middle-tier and repository upgraded successfully with no errors reported.
In the WLS_PORTAL-diagnostics.log the following errors can be seen:

Unable to retrieve Repository Version on first try oracleError=12514 will now call .wwc_version.get_http_portal_version
ERROR : Repository Gateway Error: Database Error ORA=12514 ORA-12514 TNS:listener does not currently know of service request in connect descriptor

The WLS_PORTAL-diagnostics.log file can be found in $MW_HOME/user_projects/domains/<PortalDomain>/servers/WLS_PORTAL/logs
