WebCenter Interaction Community Editor Error "Page Does Not Exist or the Current User Does Not Have Access" (Doc ID 1207557.1)

Symptoms

The editor for a community fails to open after changes were recently made and saved to the database. The error on the screen is:

Error - This page does not exist or the current user does not have access to it


A PTSpy taken while generating the problem behavior will show the following warning message:
