After installing J2EE agent 2.2 on Tomcat 5.5, the Tomcat server will not start "NoClassDefFoundError" (Doc ID 1209663.1)

Symptoms

Tomcat's catalina log will report the following when Tomcat will not start after installation of the J2EE agent on Tomcat:

org.apache.tomcat.util.digester.Digester startElement
SEVERE: Begin event threw error
java.lang.NoClassDefFoundError: org/apache/commons/modeler/BaseModelMBean
at java.lang.ClassLoader.defineClass1(Native Method)
...

The stack trace continues, but the key identifier of this problem is the "NoClassDefFoundError" line.
