After Applying a Hotfix, the BPM Installation Becomes Corrupted (Doc ID 1212554.1)

Symptoms

When applying a hotfix to version 10.3.2 (or any other earlier BPM release), the Admin Center might freeze. After killing the process, the Admin Center would not come up again.

It is also possible that, instead, the Process Administrator will not start properly. You might see a startup log like the following:
