XA MQ SOA adapter does not rollback a message 'X' number of times (Doc ID 1212775.1)

The SOA MQAdapter 10134 is designed to work as follows in inbound XA:
-dequeue a message,
-try sending to BPEL/ESB,
-if fault received from endpoint, rollback the current txn and mark the message for rejection in the next iteration,
-if the message is seen again, reject it and commit the txn.

This bug brings a customer requirement to be able to rollback the dequeued message a specified number of times, rather than only once in XA mode (as currently done).
