Jdeveloper B2B Configuration Wizard Fails, VDA Standard XSD: Invalid UTF8 Encoding (Doc ID 1213277.1)

In your SOA composite project you are configuring an B2B adapter using the configuration wizard in Jdeveloper. The configuration wizard fails, with the below error, when you choose the option "Import schema from B2B" as the option in step 6 of 7 of the configuration wizard

An error occurred while obtaining the schema for the selected document
definition. Invalid UTF8 encoding.

The Jdeveloper only fails if the document definition chosen to be imported, is a positional flat file VDA.  Jdeveloper does not fail if you use a document definition of type X12 or others.
