EDQP (formerly OPDQ) Client Applications Will Not Launch After Installation (Doc ID 1215247.1)

When EDQP client applications were first installed on a given PC, the applications ran as expected the first time. However, they failed on subsequent launch attempts. 

For example, when attempting to start OPDQ,  "Java 6 Starting..." appears for about 15 secs and then disappears without the application starting.
