B2B 11g Listening Channel does not take effect after saving. (Doc ID 1216243.1)

Symptoms

In 11g PS2 (11.1.1.2.0) , altered the file name format in file based listening channel and saved it.
When the document was sent through the channel, it still picked up the old file name format.
The changes did not take effect. Next disable and re-enable the channel. Send a document through the listening channel, the now changes took effect. Finally, deploy an agreement and sent another file through the listening channel - the old file name format came back again.
