ResourceLimitException and JBO-36061: Error while opening JDBC connection. (Doc ID 1218335.1)

Symptoms

You created an ADF Faces/BC (Business Application) in JDeveloper 11g.
The first users who connect to the application can work without any problem, but when the load increases, users get the following errors:

weblogc.common.resourcepool.ResourceLimitException: No resources currently available in pool <pool-name> to allocate to applications, please increase the size of the pool and retry..

and

JBO-36061: Error while opening JDBC connection.

displayed in 2 different browser dialogs.

The connection pool seems to fail to reuse connections.

The WLS log files includes the following error:

Reached maximum capacity of pool "<pool-name>", making "0" new resource instances instead of "1".

but it doesn't include the JBO:36061 error.

This happens when using ADF Faces pages with backing beans using the  createRootApplicationModule() API (in the oracle.jbo.client.Configuration class) to acquire a new application module from the pool.
This is done to call DB stored procedures.
