Need to Skip Workflow When Only Metadata Changes in Site Studio Contribution Mode (Doc ID 1218785.1)

Goal

Using CS 10.1.3.x and SS 9.0.0.546, updating the metadata from Site Studio Contributor creates a new revision for the content. Any workflows associated with the content will fire and the user gets emails for content approval. This is confusing because the content has not changed, only the metadata has changed. Is there a way to detect that the content has not changed (diff?) from within the Workflow Configuration panel when setting up workflow steps so that a custom jump can be added to automatically skip the workflow.
