Intermittent Connection Issue When Using SSL to connect UCM to Database

WebCenter Content (formerly UCM) data provider has intermittent connection issue when using thin jdbc with cert authentication. Testing against the User interface half the time the pages are not showing up. If the connection is changed to non-SSL it works fine.
