Symptoms

For this example you have user 1 we will call db3 and the user 2 we will call db2.

A user db3 is not able to view the details of package owned by another user db2.

Even after ensuring "Execute" and "Debug" privileges to user db3 on Package body "Package1" owned by "db2" is not helping in viewing the package Body for user "db3".

This was working in version SQL Developer 1.5.5.x
Basic steps to check this issue.

a. Create a user say db3 and grant connect, resource to it.
b. Connect as scott and grant, execute, Debug privileges to user db3.
c. Connect as user db3 and browse as
db3 ->other users -> schema -> packages -> package name), The package body
is not displayed for SQL Developer version 2.1.1.64.  This works in SQL Developer  1.5.5

Changes

Upgraded SQL Developer version from 1.5.x to 2.1.x
