Symptoms

The B2B adapter in 11g only functions in "real-time" (when a BPEL and the B2B server are both up and running).  

If the BPEL/Composite with the B2B Adpater is not available, and B2B transactions start queueing up, then those transactions don't get processed when the BPEL is deployed.
