Text In a Field is not Highlighted / Selected When the User Mouse Clicks Into the Field

Symptoms
In 6i and 10.1.2, Forms highlights the entire text field when a user clicks in the field. After upgrading to 11.1.1, they are no longer able to do this.
When the user clicks in a text field the cursor is positioned at the character where the click is made.
To highlight the whole text the user must drag the mouse or use the keyboard to tab to the field.
What is causing this change in behavior, and how do you revert back to the original behavior?

Upgrade from 6i, 9.0.2, 9.0.4 or 10.1.2 Forms to Fusion Middleware 11.1.1.x.
