WebLogic Server High CPU Utilization Due to WLDF Log Indexing (Doc ID 1233773.1)

Symptoms

At WebLogic startup (basic WebLogic servers, ALSB servers and ALBPM servers), the process is consuming very high CPU for an extended period. This appears to be due to the WebLogic Diagnostics Framework indexing the log files. The workaround of removing the log files rectifies the issue.
