After Applying SOA 10.1.3.4 MLR 7 patchset to an ESB Cluster, ESB Instances Shows a Wrong Timestamp after being created. (Doc ID 1234653.1)

Symptoms

After applying SOA 10.1.3.4 MLR 7 (<Patch:8372141>) you see:
1. ESB instances in ESB Console show the wrong timestamp.
2. Execution of the following statement on ORAESB account returns more than 1000 records:

   SELECT COUNT(1)
        , msg_state
     FROM oraesb.aq$esb_monitor
     GROUP BY msg_state;


3. Probably in the log.xml of esb_dt container there is not INSERT operations in the esb_monitor, or timeouts.
