Symptoms

Users unable to connect to Portal accessing non-public page.
Following error is reported in Metadata Repository Log (logcfg):

sqlerrm=User-Defined Exception
LDAP error=ORA-31203: DBMS_LDAP: PL/SQL - Init Failed.
[START-ERROR-STACK]
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-31203: DBMS_LDAP: PL/SQL - Init Failed.
[END-ERROR-STACK]

Changes

Changed the Identity Management and middle-tier components to use a new Metadata Repository.
Implemented steps in Section "9.6 Changing the Metadata Repository Used by Identity Management" in Oracle Application Server Administrator's Guide 10g.
