Symptoms


Users are unable to add content on Wiki and Blog Pages. The "Add Content" button is not visible. 

Steps to reproduce the behavior:

1. Created a blog page using the blog page style
2. Select edit page
3. User has no option to add other portlets to the page because the "Add Content" button is not visible.
