Setting GetCopyAccess Fails to Restrict Native File Access for Read Only Users (Doc ID 1260914.1)

Symptoms

It's desired that users with Read Only permissions not be allowed to download a copy of content items. The out of the box Content Server means to do this is to set GetCopyAccess=false in the <CS path>/config/config.cfg file. Yet when set the users can still copy the item.
